New Global Moderator: John-117 (Plus other moderator information)

Following Sonic's stepping down as a Global Mod, Elsa and I decided to use one of the candidates for the Heated Topics board as a Global Moderator.  We decided that the best choice would be Chief.  In addition, Jade, Kuroko, and Kaito have been made the moderators of the Heated Topics board.  More moderators may be required as the forum grows.

I tried to make moderators for Access Pass green in color, but the software is not responding to that...Moderators will show up as moderators in their section, however.
